Overview

Monroe County and Giles County are outside the realm of focus for this Mercer- and Summers-oriented project. But an exception must be made for WV 12: This highway's historical route included a 26-kilometre interlude between its Mercer County and Summers County segments, taking it past Peters Mountain, Red Sulphur Springs...and even a segment outside the state of West Virginia!

A West Virginia state route outside of West Virginia: How could that be?? Well, it's like this: From 1943 to the 1970s, a segment of WV 12 ran from Bluefield to Oakvale (lower yellow arrow). Another segment of WV 12 ran north from Peterstown. In between, the segments were bridged by a concurrency with US 219 and 460 (teal arrow), passing in and out of Virginia in the process.

WV 12's status in Virginia was not official. Signage in Virginia was probably limited to a single "To WV 12" sign at US 219's turn-off in Rich Creek.

North of Peterstown, WV 12's course bears almost due north through the Brush Creek, Fitz Run, and Indian Creek valleys. It ascends a plateau near the county line, and proceeds into Summers County.


History

WV 12 was one of several highways commissioned in the 1940s to flesh out gaps in the highway map...but its origins are much older than that. The highway's route from Peterstown to Red Sulphur Springs (a popular hotel and tourist spot) was already in place by the mid-19th century, being shown on the 1862 Lloyd's Map. It's also worth noting that prior to the Civil War, the northward deviation of Giles County through the New River Valley did not exist: This area of Virginia fell entirely within Mercer and Monroe.

By 1879, West Virginia had been a state for over ten years. Summers County had been formed; border disputes between West Virginia and Virginia had been settled (resulting in the northward deviation of Giles County on the map), and the course of the road had been extended north to Forest Hill in Summers County. The road was soon also extended south, with ferry service at Glen Lyn.

In 1933, the West Virginia county route system debuted. Monroe County's network of minor roads were rounded up and assigned numbers, with County Route 21 running from the Summers County line south to Red Sulphur Springs and CR 31 connecting Red Sulphur Springs to Peterstown, terminating at WV 24. WV 24 was replaced by US 219 the following year.

In 1942, the state commissioned a new highway to connect Red Sulphur Springs to Hinton and Peterstown: WV 12. Its route followed the pre-existing course of CR 21 and 31, but deviated in three places with newly-constructed segments:

Aside from the truncation of its south end point in the 1970s, Route 12's alignment in Monroe County has been unchanged ever since.

Despite the lack of change to WV 12 itself, Route 12's implied concurrency with US 460 in Virginia saw a number of adjustments as that highway was upgraded to Appalachian Development Highway System Corridor Q status in the 1960s and 1970s:

Since 1996, the entirety of WV 12 in Monroe County has been signed as part of the Farm Heritage Road Byway.
